WHEREAS under the auspices of the Hague Conference on Private International Law, 66 countries participated in the preparation and negotiation of the 1993 Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption, and
WHEREAS the Convention sets out norms and procedures for the protection of children who are moving from one country to another in connection with their adoption, and
WHEREAS the Convention as of this date has been ratified by 11 countries and signed by 26 countries, including the United States, and
WHEREAS efforts are underway in many other countries to become parties to the Convention, and
WHEREAS the United States is the receiving country for more children adopted from abroad than any other country
Now, Therefore, Be It Resolved That,
the participants of the International Conference "Celebrating 40 Years of Intercountry Adoption" unanimously call upon the United States Senate to give its advice and consent to United States ratification of the Convention and upon the United States Congress to enact legislation effectively to implement it provisions.
