Harry and Bertha Holt pioneered modern international adoption when they adopted eight children from Korea in 1955, an act that required special legislation of the U.S. Congress. The Holts understood that children need families more than anything else, and they could not forget the thousands of children who remained in orphanages.
In 1956 the Holts established an adoption program in Korea. The Holt program in Korea grew, and in the late 1970s, Holt Childrens Services of Korea became a legally independent organization. Today Holt International Childrens Services in the United States and Holt Childrens Services of Korea continue as partner agencies assisting the homeless children of Korea, primarily through international adoption and child sponsorship. Holt-Korea places children with adoptive families throughout the United States and several other countries through a network of cooperating agencies, of which Holt International is one.
Holt Childrens Services of Korea has also taken a significant role in promoting programs for the disabled by developing its center at Ilsan, northwest of Seoul. This 60 acre complex offers living, education and therapy to over 300 mentally and physically disabled residents. Originally built by Harry Holt in 1961, the Ilsan Center was rebuilt in the 1980s specifically to accommodate disabled residents. Programs include educational opportunities from preschool through high school, physical and vocational therapy, and cottage-like residences for those who cannot be adopted.
